Andalusia leads the investment drive in healthcare in Spain

He Coordinates Institute of Governance and Applied Economics (Icgea) has prepared an analysis that reveals how Andalusia has taken the lead in healthcare investment in Spain. The study highlights that this community, together with Castilla-La Mancha and Asturiashas significantly increased its resources in the sector during the current legislature.

As reported by Icgea, the analysis identifies two complementary forms of health leadership in Spain. On the one hand, there are the communities that are committed to investment and modernization of infrastructure. On the other hand, those that focus on efficiency and innovation through digitalization and new organizational models.

“In the current context, healthcare is played on two boards: capacity and value,” he said. Jesús Sánchez Lambás, executive vice president of Icgea. This approach allows communities to align resources and sustainable policies, which is crucial for the future of the healthcare system.

The report highlights that Andalusia has increased its health budget for 2026 to 16,265.9 million euros, which represents an increase of 1,016 million compared to 2025, equivalent to 6.6%. This investment represents approximately 31.5% of the Board’s total budget, reaffirming the priority of health on the political agenda.

Growth in primary care

Health spending per inhabitant in Andalusia will reach approximately 1,883 euros in 2026, a notable increase from 1,764 euros in 2025. This trend reflects a commitment to Primary Care, which will receive 5,472 million euros, 5.8% more than the previous year.

Furthermore, the data of the Waiting List Information System (Sisle-SNS) indicate that Andalusia has managed to significantly reduce the total number of patients on the surgical list and the average delay, standing out in comparison with other communities where the improvement has been minimal.

“In this legislature, Andalusia has gone from being at the bottom in investment to leading the push for its public health,” commented Sánchez Lambás. This change translates into a renewed focus on Primary Care and an improvement in accessibility to health services.

Castilla-La Mancha has also stood out in the analysis, consolidating itself as a community that links the increase in its health budget with the reinforcement of professionals and technology. By 2026, its health budget rises to 4,069 million euros, 7.6% more than in 2025.

Asturias at the forefront of healthcare

Asturias is positioned as the third community with notable investment leadership, combining a budget increase with decisions to speed up appointments and expand devices. Its health budget for 2026 ranges between 2,549 and 2,581 million euros, which represents an increase of 4.4-4.5% compared to 2025.

The per capita investment in Asturias will reach approximately 2,525 euros, consolidating itself as the community that spends the most per inhabitant on health in Spain. This investment model is considered a reference standard for other communities in the future.

The ICGEA analysis is based on official sources from the Ministry of Health and autonomous communities, as well as the monitoring of initiatives that impact accessibility and continuity of care. This reinforces the importance of investment in the sector to improve the quality of services.

The Coordenadas Institute concludes that the future of healthcare in Spain will depend on the communities’ ability to balance investment and efficiency, thus guaranteeing a system that responds to the needs of the population. The evolution of spending and the improvement in health indicators are essential to achieve these objectives.
